This version of Microsoft SQL Server 2016 Standard is licensed by Server/CAL. Server/CAL licenses are worthwhile if you only need a small number of access licenses and can precisely determine the accessing users or devices. On the server side, one license is required for each operating system environment (virtual or physical) in which a SQL Server instance is running. The number of installed SQL Server instances does not matter. With one license you can install and run multiple SQL Server Standard instances within a Windows Server instance (corresponds to an operating system environment). The CAL part of the server/CAL license model works in the same way as Exchange, SharePoint etc. There are user and device CALs for different requirements.
